The tally was 3-1, with one abstention. The School Reform Commission has governed the District for 16 years. A new Board of Education is expected to start on July 1.
Former Superintendent David Hornbeck says the SRC's birth was linked to the 1967 student walkout and racism.
Councilwoman Bass is holding town halls on replacing the SRC.
He will make a speech today before Council.
At the commission's meeting, a District lawyer gave a presentation about what would happen if it voted to dissolve itself. It also voted not to renew Richard Allen Prep's charter, one of the city's oldest.
Starting in 2019-20, the magnet school will share space with one of the city's struggling neighborhood high schools.
The School District has so far declined to comment.
