Pedro Ramos resigns from School Reform Commission, citing family issues

Pedro Ramos had been chairman of the School Reform Commission since 2011.

Pedro Ramos, who has served for two years as School Reform Commission chair, has resigned from his post and the commission, citing family matters. 

Ramos’ term on the SRC expires in 2014. His replacement on the commission has not yet been named. Commissioner Wendell Pritchett has previously filled in as acting chair in his absence.

Ramos was a gubernatorial appointee. The governor appoints three of the five commissioners, and the mayor appoints two.

Ramos, 48, a former Philadelphia school board president, city solicitor, and managing director, was appointed to the panel by Gov. Corbett in 2011. He joined the SRC at a time of unprecedented financial crisis in the District and worked with school, city, and state officials to bring the District's budget back into balance. Advocating a fiscally responsible stance, he presided over deep cuts in spending. 

Under Ramos' watch, the District also closed 30 schools. His departure comes in the middle of ongoing contract negotiations with the Philadelphia Federation of Teachers.

In a release sent out Monday morning, Gov. Corbett said, "I appreciate Pedro’s hard work and dedication to guide the Philadelphia School District during these difficult times. Pedro’s well-deserved reputation and record in Philadelphia’s educational community gave him the credibility and insight to bring about change and positive reforms on behalf of the students of Philadelphia." 

“While we regret to see Pedro depart the Commission, every citizen of Philadelphia has benefitted from Pedro’s spirit of public service, civic commitment and the work he has done to put our children first. Now, our best wishes are with the Ramos family,” the governor said.   

"He contributed greatly to the District and helped put the District back on a fiscal path of stability," said Pennsylvania Department of Education spokesperson Tim Eller. "We’re sorry to see him go, but it is because of a personal matter and we wish him well.”

Ramos also helped recruit Superintendent William Hite. Hite had often said Ramos was one of the reasons that he decided to come to Philadelphia.

“Pedro has been a stalwart supporter of the School District and our students, and he will be missed,” said Hite in a statement. “He brought critical institutional knowledge as a former student, the parent of two public school graduates, the former President of the School Board of Philadelphia, a civic leader, and a business leader. This unique combination of experiences and perspectives will be difficult to replace.”

Ramos, a graduate of Central High School, earned degrees at the University of Pennsylvania and Michigan Law School. He is a partner in the Business Services Department of the law firm Schnader Harrison Segal & Lewis LLP, where he also co-chairs the higher-education practice.

I guess he couldn't bust the unions well enough. Hopefully, Corbett doesn't appoint Zogby to the position.

Remember, Ramos was the one who went to Harrisburg to push for his interpretation of enforcement of Act 26 to destroy unions. Ramos also has long and strong ties with charter operators. His commitment to public schools -possibly other than the elite magnets where he and his children attended - is questionable.

God bless, Mr. Ramos. Thank you for your leadership in trying to straighten out this mess of a school district, despite the constant opposition and sabotage of those with their own greedy, special interests in the old order.

At this moment, as a parent and as a human being, I feel compassion for Ramos. If someone has to leave a position for a family emergency, it's an unhappy and difficult time. I wish him and his family the best.

"Ding dong, the witch is dead..." It's about time we saw the back of Ramos. Now...if we could just manage to send the entire rest of the SRC and their hand-picked Broadie (Hite) after him and reclaim control of our own school district, this might be the first step to some real improvement; but I'm not holding my breath.

When stuff starts to get too real, SRC board members resign. They need to distance themselves from the real mess that they have created in schools for students and teachers. In the last five years, how many SRC board members have resigned before their terms are up? How many have left because their consciences could no longer live with their decisions? They rubber stamp Harrisburg's wrong-headed reforms. Reforms which they would never permit if they affected their children's schools. Please, please, please, do not give Corbett ideas by mentioning Zogby.

His backdoor kissers like Corbett and Hite think he did well, no Ramos you did not . Hite says-“Pedro has been a stalwart supporter of the School District and our students, and he will be missed,” said Hite in a statement. Right he brought nothing but drama, chaos, trouble, turmoil, lawsuits, deaths, disruption, instability, disrespect, was sneaky with trying to shade up to the capital and get Act 46 strengthen. He is and was a total disaster ,like most of the SRC and superintendent. The only thing is the thinking of orbit Corbett , will probably appoint someone worse. Let all the SRC resign and take Hite along with you

Bottom Line--Family was very upset with Pedro as in ashamed. Plus, Pedro shot his wad and he wasn't able to bully/con/bogart the Dems in Harrisburg. Case closed. Pedro is the poster child for money corrupts. 15 years ago, he was a good guy, respected by all. Power Corrupts..................................................... Hope he can redeem his life and for the people who count most. In a former life, I went in that general direction so I know from what I speak.

Fifteen years ago, Ramos was head of the School Board when they voted to impose a contract on the PFT. So he wasn't that great then either. And you know nothing about Ramos' personal life or his family.

The experience of a long life has convinced me that nothing ever just happens. Yet why did this happen? Not really sure. The reason given is "family matters". That is the standard political reason given when anyone bails out of a political job right before being fired and/or imprisoned. So I don't necessarily buy that reason. I do not know how this affects the negotiations. My thoughts for what they worth is that he was against whatever plan the politicians were calling for in the negotiations. That means he could of been against treating the PFT nice and wanted to impose a contract. Or it could mean that he was against imposing a contract on the PFT and didn't want to be part of it. Either of these explanations would make sense to me but on which side of that coin Pedro falls I haven't a clue. Pedro was behind the imposition of new work roles in August which took away our step raises and basically got rid of seniority. So Pedro is really not one of my favorite people on the SRC. He may been frustrated by the fact that the negotiations had not stuck it to the PFT yet. He has very strong ties to the charter school operators and maybe he didn't feel that he was getting enough for his real masters.

He definitely tried to scuttle our current contract and impose terms by attempting an end run around the Philly contingent of the state legislature. For his sake, I hope he experienced the return of his soul to his body and stepped away to take a shower. He grew up in one of the most depressed areas in Philly. Hopefully he thought of all the younger versions of himself being screwed by the SRC and Hite (under the governor's orders) and decided redemption was a better option. We'll see. I do hope his family is well.

Ramos has been praised by Gleason - Philadelphia School Dictatorship. When you get praise from that sector, you know you were on the wrong side of justice. Ramos sold out public education.

The PFT leaders don't have it nearly as tough as teachers, staff,etc. who are actually in Phila. schools daily. But tough currently for the officers of the PFT since they got comfortable to the good life sitting at 1816 Chestnut St. and 440 union office for years and years in a comfy, relaxed atmossphere, with clean offices and bathroom spaces and well as stocked with supplies. That's why some many issues went unresolved and against the contract with PFT condoning it by not stopping it. So yes indeed it's tough now for them to provide services that members pay for and negotiate a decent contract with the District. The PFT leaders act like they are doing volunteer work,(no just the Bldg. Rep's do voluteer work without extra pay), and doing you a favor when you ask them for assitance or inform them of a violation of the CBA.The drumroll of excuses begin. PFT quit the tactics of inaction, unresponsive to members needs, lack of communication or transparency. Do something powerful. Scare us by some strong actions, after all ,Halloween is coming and we could use a good scare from you. The SDP is crapping all over the Collecting Bargaining Agreement and not just with seniority,but with working conditions, compensation, dispute resolutions, and due process. If you can't put a good effort into stopping the insanity why we need a this union? We can do it, like we are now mostly -on our own.

There is an article on philly.com detailing how two principals are overriding seniority during the callback process. One is none other than Linda Wayman. So some young TFA teacher has a job over a more experienced veteran teacher - all because the TFA teacher no doubt does whatever Wayman wants.

The two "teachers" were administrators. That means, they were no longer PFT members - they were in CASA. I was told administrators go to the "back of the list" if they want to return to the classroom. There is no way there weren't appropriate certified teachers waiting. The article states: "Shurak was previously an assistant principal at Strawberry Mansion and worked previously with Cliatt-Wayman when she was an assistant superintendent. Haughton worked as an assistant principal with Stults when he was principal of University City High School." So, Stults and Wayman played games with appointments - nothing new for many principals. (Shurak has been Wayman's assistant since her second year of teaching. She flunked in the classroom but was willing to follow Wayman around. It is highly unlikely Shurak is teaching anything.) Principals want 100% control and power. They have no concept of a union unless their backside is on the line. This is another reason for the PFT - without it, nepotism reigns. (Principal appointments are already based on nepotism - just look at this year's "hires.")

I already posted this on the Philly.com article, but it bears repeating here: I am one of those qualified but laid-off teachers who was by-passed for one of these positions. I have certs in both English and social studies (7-12) as well as three other certs (communications, biology, and physics, all 7-12) and was initially appointed as an English teacher. What that means is that, by the contract, I should have been hired for the Strawberry Mansion job before the assistant principal was even considered, since it clearly falls within my area of initial appointment and my areas of certification. So, I can assure you, there was at least one perfectly qualified PFT member overlooked for one of these positions, even though by every standard the contract lays down that should not have happened.

It's cases like your and should force The PFT to strike in a BIG way. Once this kind of overt abuse is greenlighted, it's all over for traditional unions in a democracy. It simply can't be allowed and from what I've been told, your case is one of many.

I totally agree with you. I just don't understand this position. Sooner or later, The PFT will need to challenge Act 46 in a huge way or The PFT will be come just a company union which has no rights except those, the district decides to give them.

Stewart, all kinds of trampling on the CBA is being done and the passive PFT leaders will give you ten reasons why or just shrug their shoulders Even if they file a grievance is just like a piece of toilet paper you flush down the toilet because they don't fully execute them.Plus they have many,many outstanding grievances pending with no time frame that is followed by the SDP or PFT. I emailed Arlene yesterday with all the details on my own situation as it relates to this. Since she's the one taking point on this for the PFT, it seemed the logical choice. What happens from there is anybody's guess. I'm sure I can't be the only one on the lay-off list with certs in English and social studies, and some of them probably have more seniority than I do, so I doubted from the moment I read about this that the Strawberry Mansion job would have gone to me in the normal course of things. But that doesn't mean I (and whoever else is in the same boat) don't have a legitimate grievance. I just hope that the PFT leadership will finally get going and do what needs to be done: challenge Act 46 as the patently unconstitutional power-grab that it's always been and put a stop to this madness.

Once someone gives up a teaching position and becomes an administrator - AP or principal - they lose all seniority as a teacher. You have more seniority.

What else the District is further doing is hiring brand new employees (verified info.) over their already furloughed employees with qualified certification just because new hire is dual ceritified.This is being done in many cases ,not just the two the PFT mentioned,and the teacher is not utlizing both certifications teaching. Just another way the SDP can circumvent seniority ,compensation, working conditions, due process, etc. This is all verified information-not hearsay.

Yes, it's amazing how Wayman and others of her ilk never "get it." Kathy Donahue who has since been let go or whatever, was the same way. A failure in the classroom so she was promoted of all things to a position where she could get even with her perceived enemies. Thankfully, even the district had to fold her tent and tell her to leave one way or the other.

Well obviously the dumb, puppet principals need to wake up and stop kissing behinds at SDP headquarters. Principals are union memebers too ,CASA an affliate of the Teamsters. They utlize seniority in their appointments, transfers,etc. so what don't they get? Eventually, the mean -spirited leaders at SDP will do it to you also. Get with the program principals, and asst. principals.You should be on the PFT (teachers, staff) members side-not against them.

This story exposes another layer of Hite's incompetence. Mansion has between 400-500 students. Wayman, who never tires of patting herself on her back, should not need a VP to help her run that school. Furthermore, Wayman is incapable of evaluating good teaching, so hiring Shurak over a more experienced and accomplished teacher is nothing more than self-serving cronyism. This, in turn, belies Hite's claim that experience does not equal expertise. Finally, Hite is allowing an incompetent principal to place her needs over those of the students in her school. What a disgrace.
