Graph: Changing enrollments have had an impact on school size
Total enrollment at District schools has declined by 28,000 (or 13 percent) since the adoption of charter school legislation in 1997, and Philadelphia now has 22,000 students
in charter schools. During the six years since 1997, enrollment at many District schools has plummeted, but in some parts of the city, school enrollment is soaring.
